Probationary Period: 6 months
Reporting to: Programme Manager, but will also be required to attend Board Meetings to deliver progress reports.

2.0 Project Background
Greysteel Community Enterprises (GCE) developed and manage the Vale Centre, a social-economic hub of Greysteel and surrounding areas. The Centre boasts a range of business and community spaces, including playing fields, indoor hall, meeting rooms and fitness suite. Further information available at https://thevalecentre.co.uk/.
GCE has been successful in its funding bid under PEACEPLUS Investment Area 4.2 ‘Rural Regeneration and Social Inclusion’.
The GROWTH Project (Growing Resilience, Opportunities & Wellbeing, Through Healing) is a new and truly innovative project, developed jointly by Greysteel Community Enterprises (GCE) (Lead Partner), Creeslough Community Association (CCA) and Developing Healthy Communities (DHC) (Project Partners).
The project focusses on building stable, peaceful, cohesive, and prosperous cross-community/cross-border relations between the rural communities Greysteel (NI) and Creeslough (ROI) - two areas which have and are continuing to deal with the impact of tragic events within their communities.
The project focusses on the following four themes:
- Social Enterprise
- Health and Wellbeing
- Rural Enterprise/Tourism
- Capacity Building
The anticipated benefits from this project includes:
- Enhanced/improved cross-community and cross-border relationships, social inclusion and integration;
- Physical/mental health improvements through development of sustained positive social determinants of health;
- Underused/derelict rural physical and green spaces rejuvenated for community use;
- Enhanced opportunities for shared learning/working together within/between communities contributing to increased community capacity and empowerment for future co-working, collaboration and peacebuilding work;
- Focus on developing skills and human capital associated with sustaining Social Enterprise;
- Opportunities to showcase both areas as ones of hope and resilience with the capacity to attract visitors/tourists to stimulate economic regeneration.
Programme of Activity
A complementary programme of activity (encompassing separate programmes relating to the core themes) will be delivered to animate and engage people in shared spaces and develop innovative solutions to identified need. Programmes, focussed on the aforementioned themes, will allow for meaningful, sustained cross-community, cross-border contact.
This project is supported by the PEACEPLUS Programme, managed by the Special EU Programmes Body (SEUPB). It represents a funding partnership between the European Union, the Government of the United Kingdom of Great Britain and Northern Ireland, the Government of Ireland, and the Northern Ireland Executive.
3.0 Purpose of Role
The Communications and Monitoring Officer will support the successful delivery of the GROWTH Project by leading project communications, monitoring, evaluation and reporting activities across all programme strands.
Working closely with the Programme Manager, Engagement Officer, Programme Support Worker and project partners, the postholder will be responsible for promoting project activities, ensuring compliance with PEACEPLUS publicity requirements and maintaining robust systems for monitoring project outputs, outcomes and participant engagement.
The role will ensure that project achievements, participant experiences and community impacts are effectively captured, evidenced and communicated to stakeholders, funders and partner organisations. The postholder will also support data collection, performance reporting and evaluation activities to demonstrate the project's contribution to social inclusion, community cohesion and cross-community/cross-border relationship building.
This role is central to ensuring that project impact is effectively measured, communicated and evidenced throughout the lifetime of the project.
3.1 Key Duties Responsibilities
Communications & Publicity
- Develop and implement a project communications plan in line with project objectives and PEACEPLUS requirements.
- Promote project activities, events and opportunities through a range of communication channels.
- Manage project social media platforms and contribute content to websites, newsletters and partner communication channels.
- Develop promotional materials including flyers, posters, newsletters, digital content and press releases.
- Produce participant case studies, success stories, videos, photographs and other impact-focused content.
- Build relationships with local and regional media outlets and support media engagement activities.
- Ensure all communications comply with PEACEPLUS branding, publicity and acknowledgement requirements.
Monitoring & Data Management
- Develop and maintain systems for collecting, recording and managing participant and project data.
- Monitor project outputs, outcomes and key performance indicators.
- Maintain accurate participant databases and monitoring records.
- Ensure data quality, accuracy and compliance with data protection legislation.
- Produce regular monitoring reports for project management, governance structures and funding bodies.
Evaluation & Impact Measurement
- Support the implementation of the project monitoring and evaluation framework.
- Design and administer surveys, questionnaires, feedback forms and consultation exercises.
- Collect qualitative and quantitative evidence of project outcomes and impact.
- Analyse project data and identify emerging trends, learning and opportunities for improvement.
- Support external evaluators and contribute to evaluation reports.
Reporting & Compliance
- Prepare regular progress reports for the Programme Manager, Project Board and funders.
- Support the preparation of PEACEPLUS monitoring returns and reporting requirements.
- Ensure evidence and documentation are maintained to support claims, audits and verification processes.
- Contribute to annual reports, impact reports and project closure reports.
Stakeholder Communications
- Support communication and information sharing between project partners and stakeholders.
- Prepare briefing papers, presentations and project updates.
- Attend meetings and present monitoring and communications updates where required.
- Support dissemination of project learning and best practice.
General
- Ensure compliance with organisational policies and procedures.
- Participate in staff meetings, training and project governance structures.
- Undertake any other duties within the scope of the post as may reasonably be required.
4.0 Person Specification
4.1 Qualifications & Experience
Essential Criteria
- At least two years’ experience in a communications, monitoring, evaluation, reporting or project administration role.
- Valid driving licence and access to a form of transport which will allow the full requirements of the post to be met and is insured for use when travelling on work duties.
Desirable Criteria
- A recognised qualification (in PR, Marketing, Social Media, Communications, Business Management or related field).
