2.0 Project Background
Greysteel Community Enterprises (GCE) developed and manage the Vale Centre, a social-economic hub of Greysteel and surrounding areas. The Centre boasts a range of business and community spaces, including playing fields, indoor hall, meeting rooms and fitness suite. Further information available at https://thevalecentre.co.uk/.
GCE has been successful in its funding bid under PEACEPLUS Investment Area 4.2 ‘Rural Regeneration and Social Inclusion’.
The GROWTH Project (Growing Resilience, Opportunities & Wellbeing, Through Healing) is a new and truly innovative project, developed jointly by Greysteel Community Enterprises (GCE) (Lead Partner), Creeslough Community Association (CCA) and Developing Healthy Communities (DHC) (Project Partners).
The project focusses on building stable, peaceful, cohesive, and prosperous cross-community/cross-border relations between the rural communities Greysteel (NI) and Creeslough (ROI) - two areas which have and are continuing to deal with the impact of tragic events within their communities.
The project focusses on the following four themes:
- Social Enterprise
- Health and Wellbeing
- Rural Enterprise/Tourism
- Capacity Building
The anticipated benefits from this project includes:
- Enhanced/improved cross-community and cross-border relationships, social inclusion and integration;
- Physical/mental health improvements through development of sustained positive social determinants of health;
- Underused/derelict rural physical and green spaces rejuvenated for community use;
- Enhanced opportunities for shared learning/working together within/between communities contributing to increased community capacity and empowerment for future co-working, collaboration and peacebuilding work;
- Focus on developing skills and human capital associated with sustaining Social Enterprise;
- Opportunities to showcase both areas as ones of hope and resilience with the capacity to attract visitors/tourists to stimulate economic regeneration.
Programme of Activity
A complementary programme of activity (encompassing separate programmes relating to the core themes) will be delivered to animate and engage people in shared spaces and develop innovative solutions to identified need. Programmes, focussed on the aforementioned themes, will allow for meaningful, sustained cross-community, cross-border contact.
This project is supported by the PEACEPLUS Programme, managed by the Special EU Programmes Body (SEUPB). It represents a funding partnership between the European Union, the Government of the United Kingdom of Great Britain and Northern Ireland, the Government of Ireland, and the Northern Ireland Executive.
3.0 Purpose of Role
The Community Engagement Officer will play a key role in the successful delivery of the GROWTH Project by developing and implementing a comprehensive programme of community and stakeholder engagement activities across Greysteel and Creeslough.
Working closely with the Programme Manager, project partners and local stakeholders, the postholder will be responsible for animating project activity, encouraging participation, building relationships and ensuring that communities are actively involved in shaping and benefiting from project delivery.
The role will focus on engaging individuals, community groups, statutory agencies, businesses, social enterprises and other stakeholders to maximise participation across all strands of the project. The Engagement Officer will also support communication, promotion, monitoring and evaluation activities to ensure the project achieves its objectives relating to social inclusion, community cohesion, peacebuilding and cross-border collaboration.
This role is central to ensuring that the project reaches diverse audiences, fosters meaningful participation and creates lasting relationships that contribute to stronger, more connected and resilient communities.
3.1 Key Duties Responsibilities
The responsibilities include but are not limited to the following:
Community Engagement & Participation
- Develop and implement a stakeholder and community engagement plan aligned with project objectives.
- Build and maintain positive relationships with community organisations, residents, businesses, statutory agencies and other stakeholders.
- Identify and engage participants from across target communities, ensuring inclusive participation and representation.
- Promote awareness of project opportunities and encourage sustained involvement throughout the lifetime of the project.
- Organise and facilitate community meetings, workshops, consultations, focus groups and engagement events.
- Ensure participant voices inform programme development and delivery.
- Support the development of volunteer and community leadership opportunities within project activities.
Programme Animation & Delivery
- Work with project partners to design and deliver engaging activities across the themes of Social Enterprise, Health & Wellbeing, Rural Enterprise/Tourism and Capacity Building.
- Support the planning, coordination and delivery of workshops, events, training programmes and cross-community/cross-border initiatives.
- Assist in identifying barriers to participation and implement practical solutions to maximise engagement.
- Develop innovative approaches to engaging hard-to-reach groups and underrepresented communities.
- Ensure activities are delivered in a welcoming, inclusive and accessible manner.
Stakeholder Engagement & Partnership Working
- Act as a key point of contact for project stakeholders and partner organisations.
- Develop collaborative relationships that strengthen project delivery and sustainability.
- Represent the project at meetings, networking events, forums and partnership initiatives.
- Support the development of new partnerships and opportunities that contribute to project outcomes.
- Maintain regular communication with stakeholders regarding project progress and opportunities for involvement.
Communications & Promotion
- Develop and implement communications and promotional activities to support participant recruitment and stakeholder engagement.
- Manage project social media activity and contribute to website, newsletter and promotional content.
- Produce case studies, participant stories, photographs and other content that showcases project impact.
- Support the promotion of project events and activities through a variety of communication channels.
- Ensure compliance with PEACEPLUS branding and publicity requirements.
Monitoring, Evaluation & Reporting
- Maintain accurate records of stakeholder engagement and participant involvement.
- Collect participant data, attendance records and monitoring information in line with project requirements.
- Support the collection of feedback, surveys, testimonials and outcome evidence.
- Prepare reports on engagement activity, participation levels and project outcomes.
- Contribute to project evaluation activities and impact reporting.
Administration & Governance
- Maintain project records, databases and filing systems.
- Support the organisation of meetings, workshops and stakeholder events.
- Prepare agendas, minutes and briefing papers where required.
- Ensure all activities comply with organisational policies and PEACEPLUS requirements.
- Contribute to Project Board, Steering Group and partner meetings as required.
General
Undertake any other duties consistent with the responsibilities of the post as reasonably required by the Programme Manager or Board.
4.0 Person Specification
4.1 Qualifications & Experience
Essential Criteria
- Three years’ experience of working in a community engagement, community development or health and wellbeing role.
- Valid driving licence and access to a form of transport which will allow the full requirements of the post to be met and is insured for use when travelling on work duties.
Desirable Criteria
- A recognised third-level qualification (in Community Development, Youth Work, Social Sciences or related field).
- Experience of cross-community and/or cross-border work.
- Experience of working within a publicly funded programme.
