2.0 Project Background
Greysteel Community Enterprises (GCE) developed and manage the Vale Centre, a social-economic hub of Greysteel and surrounding areas. The Centre boasts a range of business and community spaces, including playing fields, indoor hall, meeting rooms and fitness suite. Further information available at https://thevalecentre.co.uk/ .
GCE has been successful in its funding bid under PEACEPLUS Investment Area 4.2 ‘Rural Regeneration and Social Inclusion’.
The GROWTH Project (Growing Resilience, Opportunities & Wellbeing, Through Healing) is a new and truly innovative project, developed jointly by Greysteel Community Enterprises (GCE) (Lead Partner), Creeslough Community Association (CCA) and Developing Healthy Communities (DHC) (Project Partners).
The project focusses on building stable, peaceful, cohesive, and prosperous cross-community/cross-border relations between the rural communities Greysteel (NI) and Creeslough (ROI) - two areas which have and are continuing to deal with the impact of tragic events within their communities.
The project focusses on the following four themes:
1. Social Enterprise
2. Health and Wellbeing
3. Rural Enterprise/Tourism
4. Capacity Building
The anticipated benefits from this project includes:
· Enhanced/improved cross-community and cross-border relationships, social inclusion and integration;
· Physical/mental health improvements through development of sustained positive social determinants of health;
· Underused/derelict rural physical and green spaces rejuvenated for community use;
· Enhanced opportunities for shared learning/working together within/between communities contributing to increased community capacity and empowerment for future co-working, collaboration and peacebuilding work;
· Focus on developing skills and human capital associated with sustaining Social Enterprise;
· Opportunities to showcase both areas as ones of hope and resilience with the capacity to attract visitors/tourists to stimulate economic regeneration.
Programme of Activity
A complementary programme of activity (encompassing separate programmes relating to the core themes) will be delivered to animate and engage people in shared spaces and develop innovative solutions to identified need. Programmes, focussed on the aforementioned themes, will allow for meaningful, sustained cross-community, cross-border contact.
This project is supported by the PEACEPLUS Programme, managed by the Special EU Programmes Body (SEUPB). It represents a funding partnership between the European Union, the Government of the United Kingdom of Great Britain and Northern Ireland, the Government of Ireland, and the Northern Ireland Executive.
3.0 Purpose of Role
The Programme Manager will play a pivotal role in leading the successful delivery of the PEACEPLUS programme between the project partners: Greysteel Community Enterprises (GCE), Creeslough Community Association (CCA) and Developing Health Communities (DHC). This initiative seeks to strengthen relationships, foster mutual understanding and promote reconciliation across traditional divides, creating a shared vision for the future of the areas.
The postholder will be responsible for turning the programme’s strategic aims into tangible outcomes - working in partnership with Project Partners, local communities, voluntary groups, statutory agencies, and stakeholders on both sides of the border. They will ensure the programme delivers high-quality, inclusive activities and services that address shared challenges, encourage participation from all sections of the community and will oversee delivery of capital works.
The role will require strong leadership, strategic thinking and excellent relationship building skills to ensure that the programme not only meets its funding and compliance requirements but also leaves a lasting legacy of trust, connectivity and shared spaces for the communities involved.
3.1 Key Responsibilities
The Programme Manager will be expected to lead on the following:
Strategic Leadership & Programme Management
· Lead the overall coordination, management and delivery of the project’s two strands – capital works and programme of activity (outlined further below).
· Ensure that all elements of the project reflect and deliver on the four core themes: Social Enterprise, Health & Wellbeing, Rural Enterprise/Tourism, Capacity Building.
· Oversee project planning, ensuring milestones are set, tracked, and achieved.
Partnership & Stakeholder Engagement
· Work in close collaboration with Greysteel Community Enterprises, Creeslough Community Association and Developing Healthy Communities, fostering strong working relationships between partners.
· Build and maintain positive relationships with statutory agencies, funders, contractors, community groups, and other stakeholders across both jurisdictions.
· Promote community participation and ensure programming reflects local needs and aspirations.
Programme of Activity Delivery
· Develop and oversee delivery of a diverse range of programmes and associated activities that animate new shared spaces, encourage sustained cross-community interaction and address identified local priorities.
· Ensure activities are inclusive, accessible and encourage participation from all sections of the community.
Capital Works
· Work closely with the appointed ICT / Design Team to ensure compliance with PEACEPLUS requirements.
Financial Management & Compliance
· Manage project budgets and expenditure in line with funder requirements (in coordination with the Finance and Administration Officer).
· Oversee reporting and claims to SEUPB.
Monitoring, Evaluation & Reporting
· Attend GCE Board Meetings to deliver progress reports.
· Implement robust monitoring and evaluation frameworks to capture outcomes, impacts, and lessons learned.
· Provide timely progress reports to the funder (SEUPB), project partners and Project Board.
· Document and promote examples of good practice and innovation emerging from the project.
Communications & Promotion
· Lead project communications, promoting successes and progress through events, media and online platforms.
· Ensure consistent messaging about the project’s aims and achievements to the wider community and stakeholders (all in line with SEUPB requirements).
Legacy & Sustainability
· Support the development of sustainability plans to ensure new facilities and relationships continue to deliver value beyond the lifetime of the funding.
· Encourage community ownership and capacity-building to embed long-term benefits.
4.0 Person Specification
4.1 Qualifications & Experience:
Essential Criteria
· A recognised third-level qualification (e.g., in Community Development, Management or a relevant field).
· A minimum of 2 years’ experience in leading and/or delivering projects of a similar focus, scope and complexity.
· Valid driving licence and access to a form of transport which will allow the full requirements of the post to be met and is insured for use when travelling on work duties.
Desirable Criteria
· Experience in financial management, grant claims, reporting and ensuring compliance with requirements of funders.
· Strong relationship-building, stakeholder engagement, and partnership working skills.
· Experience coordinating cross-border and cross-community reconciliation initiatives and familiarity with PEACEPLUS or similar EU/SEUPB-funded cross-border/community reconciliation initiatives.
· A BTEC HND/C in an engineering, construction, management or architectural background.
· 2 years post-qualification experience in contract management of complex capital projects with an individual value of over £1m.
